Before he went out on his own, reportedly winning Universal's cartoon unit in a Poker game, Walter Lantz produced and directed and starred in mixed animation/live shorts for Bray. Better, if obscurely known for Dinky Doodle, who was a cartoon boy in a cap, Lantz did a goodly number of 'Pete the Pups', of which this is one. Pete is a bulldog-looking cartoon animal.
In this one, Lantz plays a paperhanger who runs afoul of Pete The gags are variations on a theme and while it starts out excellently, it slides towards average and a bit below by the end. In addition, the print I saw on Youtube was afflicted with one of those 1950s-style narrators that told you what you were looking at. Still, you can turn off the sound and see a pretty good cartoon.
