Duplicates

No, and they shouldn't. The so called duplicate could be a better version (resolution, light). A warning message pops up if one tries to upload a duplicate. If this message is ignored, and another person notices the duplicate, one can propose a duplication process, in which the "wrong" image (mostly the newest upload) is made invisible and redirects to the preferred image.
