See http://www.radiolab.org/story/photos-carlisle-football/ However, the historical society holds documents of the now closed Carlisle Indian Industrial School which was a federally funded and run school for native americans. Because the image was produced by and was the property of the Carlisle Indian Industrial School it its very likely that it was/is considered to be federal document and is there fore in the public domain.
