"Everyone is entitled to a fair and public hearing within a reasonable time." - Art. 6 of the European Convention on Human Rights The European Court of Human Rights identified numerous cases where legal proceedings in Lithuania had taken an unreasonably long time. Donatas Šulcas' case lasted for almost nine years. Following rulings by the #ECHR, a wide range of reforms were made to reduce delays in civil, commercial, administrative and criminal cases.
