  • To achieve the mission of fostering a culture of quality and standardization in India, BIS has entered into Memoranda of Understanding with premier academic institutions to sensitize academicians, researchers and students on concepts on standardization and involve them in the process of standard development through multiple doorways. Engagement with academic institutions provides a balanced, unbiased and scientific approach towards standards formulation. BIS has entered into MoU with 92 premier academic institutions of the country for collaboration in the areas of standardization and conformity assessment, including Standardization Chairs established at 17 different institutes.   • The Electrotechnical Department(ETD), Bureau of Indian Standards(BIS) hosted the 14th plenary meeting of IEC TC 120, Electrical Energy Storage Systems(EESS) and meetings of its working groups in Habitat World at India Habitat Center, Lodhi Road, New Delhi from 09th December 2024 to 13th December 2024. In these meetings, delegates of 19 countries participated including the Indian experts nominated by the ETD 52, Electrical Energy Storage Systems Sectional Committee which is the National Mirror Committee of IEC TC 120. EES systems is a very important component of our grid which is responsible of storing electrical energy when there is a surplus of the energy and supply when there is a shortfall. Battery energy storage systems, Pumped hydro storage systems and the types are all part of EESS. India’s contributions to energy storage systems are both significant and forward-looking. The National Mirror Committee for IEC TC 120, ETD 52, is actively involved in development of Indian Standards in this sector. The Indian experts are nominated to all the five working groups of IEC TC 120 where they provide vital inputs for the development and review of IEC standards. Energy storage systems in any type has the critical challenge of ensuring safety during operation. ETD 52 sectional committee has developed Indigenous standard IS 17092:2019 which covers the safety requirements of EESS. For the other aspects like terminology, unit parameters, testing methods, environmental guidelines, ETD 52 has adopted IEC standards as national standards. In the emerging area of integrating accumulation subsystems with varying design specifications, while ensuring optimal performance and operational reliability, work on development of international standards is in progress and India is not only following this development but also contributing to this critical area of standard development.   • Under the framework of Indo-German Working Group on Quality Infrastructure, a technical exchange on Machinery Safety was organized on 10 December 2024 by GIZ, in association with Bureau of Indian Standards (BIS), and was attended by BIS, IMTMA, VDMA, GIZ and other stakeholders from Indian and German Industry. Machinery safety is one of the items identified in the latest work plan signed by both sides for carrying forward activities under the Working Group. During the exchange, the document 'Safety in Metalwork Milling Machines: A Practical Guide for Machine Manufacturers' jointly developed by both sides, was also launched. Mr. Himanshu Dhundia (Advisor, GIZ) spelt out the programme objectives, while Mr. Volkmar Stein (ICT Standardisation, Regulation and Market Surveillance, German Federal Ministry for Economic Affairs and Climate Action) and Mr Rajneesh Khosla (Head, International Relations, BIS) gave the opening addresses, emphasizing the importance of the guidance document in hand holding the Industry. During the exchange, BIS also shared its experiences on formulation and implementation of the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 (OTR) notified by MHI, while the Indian and German Industry associations shared their experiences in implementing Machinery safety so far, and the road ahead.   • Meeting of State-Level Committee (Punjab) on Standardization was held on December 11, 2024. The Bureau of Indian Standards (BIS) Chandigarh Branch Office, in association with the Department of Food, Civil Supply, and Consumer Affairs (Legal Metrology), Punjab, organized a State-Level Committee (SLC) meeting on Standardization for Punjab state on December 11, 2024. The meeting was convened in the Committee Room, 6th Floor, Civil Secretariat, Punjab, under the chairmanship of Sh. KAP Sinha, Chief Secretary, Punjab. The meeting witnessed the participation of principal secretaries from various departments of Punjab, including Technical Education and Industrial Training, Public Works Department (PWD), Medical Education, PUNGRAIN, Chamber of Commerce, Local Government, and Food, Civil Supply, and Consumer Affairs. Smt. Sneh Lata, Deputy Director General (North), and Shri Vishal Tomer, Head of the Chandigarh Branch Office, Bureau of Indian Standards, led the discussions, focusing on key issues related to quality and standards. Chief Secretary of Punjab, Sh. KAP Sinha, appreciated the efforts taken by Bureau of Indian Standards, endorsed the agenda points and directed the respective departments to take prompt action on the SLC agenda items. He emphasized the need for a unified approach toward the adoption and implementation of quality standards across departments. A notable highlight of the event was the inauguration of a Punjabi-language comic book by Sh. KAP Sinha, Chief Secretary of Punjab. The comic aims to create awareness among young children about the importance of standards, promoting early learning on the subject.
