Doctor Manway was the leader of a Federation science team studying the Malurians in 2267. They had a special transmitter.
In 2267, James T. Kirk questioned whether Manway's transmitter was broadcasting following the cessation of the Malurian's distress calls. Nyota Uhura couldn't find anything on any of the frequencies.
Unbeknownst to them at the time, the space probe Nomad had performed a sterilization procedure on the Malurian system, resulting in the deaths of the science team and more than four billion Malurians. (TOS: "The Changeling")
