In response to rising concerns over crimes against children, NGO Magnolia launched the StopCrime hotline in 2022. This platform, supported by the Ministry of Digital Transformation of Ukraine and the Cyberpolice Department, empowers people to report every kind of violence and abuse against children online. Ukraine was one of the top three countries hosting child sexual abuse material (CSAM). Recognising this, Magnolia joined the INHOPE network in 2023. A month ago, during the annual general meeting in Amsterdam, our hotlines voted to grant the organisation full member status. INHOPE is the leading global network combatting online Child Sexual Abuse Material (CSAM). The Network consists of 54 hotlines in 50 countries (as of January 2024) that provide the public with a way to anonymously report illegal content online with a focus on CSAM. Reports are reviewed by content analysts who classify the illegality of the material, which is then shared with local Law Enforcement Agencies and a notice and takedown order is sent to the relevant Hosting Provider. We support hotlines and their partner organisations through training, setting high quality standards and best practices for hotline operations, and ensuring staff welfare. We provide the hotline network with a secure platform called ICCAM that facilitates the exchange of CSAM reports between hotlines and INTERPOL. INHOPE promotes legislative and policy developments that support our vision of an internet free from CSAM. INHOPE is based in the Netherlands and our member hotlines operate across six continents: Africa, Asia, Australia/Oceania, Europe, North and South America. In a borderless digital world CSAM has global consequences and as its distribution grows so do our efforts. The forum provided valuable insights from law enforcement on proactive, preventative strategies to combat exploitation, emphasising the importance of cross-sector collaboration. Sextortion is one of the most alarming trends jeopardising children’s safety online. While 59 countries have laws against soliciting minors for sexual purposes, four of them label it as content-dependent. For instance, in Japan it’s illegal to ask anyone under 16 for sexual acts; however, for those aged 13-15, the law applies only if the requester is at least five years older. Similarly, Moldova and Mexico lack specific laws against sextortion, addressing it only under related crimes like grooming. Claire Chen from ECPAT Taiwan took part in an INHOPE peer-to-peer exchange at the Australian eSafety Commissioner, where she learned valuable insights into how Australia handles child sexual abuse exploitation (CSAM) reports and victim identification. One major takeaway was the importance of holding tech companies accountable for child protection. We dive into a panel discussion comparing how the Netherlands and Belgium address child sexual abuse material (CSAM) detection and removal. Panelists include Linda van den Oever, Public Prosecutor in the Netherlands; Robbert Hoving, President of Offlimits; Tijana Popovic from Child Focus Belgium; and Anna Lukowiak, Public Prosecutor in Belgium. They explored key challenges and innovations in each country’s approach while highlighting the close collaboration between the Netherlands and Belgium in combatting CSAM. Tijana highlighted the collaboration between both hotlines in annotating imagery for Project AviaTor, a prioritisation tool for law enforcement. This initiative is a great example of how hotlines can assist law enforcement in processing National Center for Missing & Exploited Children reports. She expressed hope that such collaborative efforts will continue to grow in the future. All panellists emphasised the urgent need for harmonised legislation at the EU level to ensure a unified and effective approach to combatting CSAM across member states. Radu Cucos, Associate Officer on Combating Trafficking in Human Beings at OSCE shares the organisation's vital work in tackling online trafficking and child exploitation. Over three years, OSCE has mapped 4,189 websites across 56 countries and developed key red flag indicators to detect exploitation. They’ve also catalogued 305+ initiatives and has supported Tech Against Trafficking in creating an interactive map highlighting tech solutions to combat child trafficking and abuse.
