Strategy 2030’s Operational Plan for Priority 6 (OP 6) on Strengthening Governance and Institutional Capacity recognizes the importance of engaging with civil society and citizen networks to ensure transparency and accountability. Under OP 6, ADB will promote the role of civil society in national budget processes. Across Asia and the Pacific region, governments are working to make public budget processes more open, accountable, and responsive to their citizens, and CSOs are often key partners in this process. This webinar, jointly presented by ADB’s Public Sector Management and Governance Sector Office, within the Sectors Group, and ADB’s NGO and Civil Society Center (NGOC), in the Climate Change and Sustainable Development Department, will explore initiatives and entry points for CSO engagement for improved budget transparency. Speakers from Fiji, the Philippines, and the Solomon Islands will examine the roles of CSOs in open and inclusive public financial management. The webinar will feature a joint UNDP and EU regional project, Accountable Public Finances to Serve Pacific people – Vaka Pasifika, which is being implemented with the Pacific Islands Association of Nongovernment Organizations (PIANGO). Vaka Pasifika works with governments and CSOs in the region, including on citizen budget guides to make public financial management decisions more accessible and understandable. The webinar will also showcase the work of the Caucus of Development NGO Networks (CODE-NGO) in the Philippines on participatory budgeting at the local government level. Discussants will cover the mechanics of preparing citizen budgets and participatory budgeting, the value CSOs bring to the process, challenges, lessons garnered, and outcomes.
