The display and final URLs are optional in the Make multiple changes tool.
If you don't include URLs, Google Ads Editor attempts to borrow URLs from existing ads of the same type in the same ad group. If no suitable matches are found, the new ads are created anyway, with empty URL fields. Until you add the missing URLs, the new ads appear with red error splats in the data view.
