Set default account in iPhone app

If you use Google Voice with more than one account on your iPhone or iPad, you need to set the account to use for calls initiated outside the app. Calls placed outside Voice, such as calls made through Siri or the Contacts app, need to know which account to use.

If you don't set a default account, the first time you try to make a call from outside Voice you get a message to choose the account. After you select the default account, you need to initiate the call again. That account becomes the default and you won't see the message again.
