Google Web Designer tries to detect the right zoom level for your monitor, but if the automatic zoom doesn't work for you, you can change this setting in your advanced preferences (go to the Edit menu > Preferences... > Advanced). Relaunch Web Designer for the new zoom percentage to take effect.
