First of all, for anything they need, they might know what they need to build, but they have no way to reach the place where the raw materials are located. E.g.

Don't forget that the race to the Moon in the 60's was a coordinatecoordinated effort of an entire country, with hundreds of thousands of people working together according to a plan, backed up by industries and an government already marching up to speed. There wasn't a rocket expert wannabe in each and every town in the US trying the feat on histheir own.

Without effective communication you cannot coordinate the effort. You will need more than a lifetime.
