About the organisation
Our organisation, the International Children's Safety Service (ICSS) was founded in May 1990 on the model and with the support of the Hanover organisation. Its aim is to help physically and mentally handicapped children, children growing up outside their families
and other children in need, to improve their living conditions, to lay the foundations for their future, and to support children's institutions. Our association is a non-profit organisation, which operates on a voluntary basis, regardless of religion, political beliefs or nationality.
Awareness centre
As an awareness raising centre we have built a stable network and connection with schools all over in Hungary, which enables the rapid exchange of information and the booking of internet safety classes; we have a team of professional trainers; we have a well-developed educational material for different target groups. Since February 2021, we have been cooperating with Google.org and Google Hungary, in the framework of which we have translated, proofread and adapted the ‘Be Internet Awesome’ global education program.

Helpline
Kék Vonal Child Crisis Foundation is an independent, non-governmental organization, which has been in operation since 1993. All the colleagues of the foundation are engaged in realizing children’s rights defined by the UN in Hungary.
The main mission of the experts and volunteers of the Foundation is to provide direct low threshold support for children and young people and to make sure that any adults, professionals and authorities who get in contact with children represent the interest of children above all.
Kék Vonal Child Crisis Foundation has been one of the first ones in Europe to introduce harmonized, European child helplines: 116111 and 116000 in order that children in Hungary could get help according to the standards of the European norms.
116 111 can be reached without area code from all over Hungary around the clock, at zero cost and anonymously. Kék Vonal also offers online consulting and counselling via chat.

There are multiple ways in which you can get into contact with the helpline:
- 16 111: free and non stop availability.
- Chat: every day, 13.00-21.00.
- Email consultation: It is available via the website, and those who inquire will receive an answer within 72 hours.
Hotline
The Safe Internet Hotline Biztonsagosinternet.hu is an online reporting platform where users can report harmful, illegal content found on the internet.
The primary aim of the Hotline is to ensure that harmful and illegal online content which may threaten the physical, psychological and mental development of children is removed from the internet as quickly as possible. To this end, we work closely with the Hungarian authorities, content providers, social media platforms and members of the International Association of Internet Hotlines (INHOPE).
Under an agreement with the National Police Headquarters, we are able to forward illegal content directly to the Cybercrime Division of the National Bureau of Investigation of the Rapid Intervention Police. Copyright cases are sent to the National Tax and Customs Administration’s Directorate General for Criminal Investigation.
Additionally, the Office of the Prosecutor General also assists the professional work of the Hotline. The Hotline is operated by the International Children’s Safety Service (ICSS) as part of the Safer Internet Centre. The programme, initiated by the European Commission, aims to educate children, parents, teachers and policy makers about internet safety. The ICSS has been actively involved in this programme since 2009 as a consortium leader, hotline and awareness-raising centre in Hungary.

Youth participation
The Hungarian Youth Panel members come from settlements around Pécs (Baranya county). This region is characterised by a high number of disadvantaged families. The Hungarian SIC places great emphasis on reaching out to the most vulnerable children, so the Youth Panel focuses specifically on the challenges of disadvantaged children.
The sessions are very varied, as they are fully adapted to the needs of the children. When there is a need for our colleagues to help the children with their IT homework, they focus on that, and when the children are dealing with different current problems, they talk about them.
In 2023, there was a lot of sessions about financial fraud, phishing, secure and strong passwords, data protection, being ostracised, or the risk of sending intimate pictures. In addition to theoretical knowledge (how to block someone, how to recognise these phenomena), there is also a strong focus on psychological support.
Children know that if they have a problem, they can ask for help from the SIC Helpline in addition to the
adults around them, and they can also report harmful/illegal content to the Hotline. Moreover prevention is a
very important task of the activities.

As a Hotline: Our 'Biztonsagosinternet.hu' Hotline has had a full INHOPE membership since 2021. We fight CSAM as part of a global system: any illegal contents, reported to us but hosted on member hotline’s country, is forwarded via the ICCAM system. We regularly participate in events, workshops and training sessions of the international organisation and we also provide input to public policy task groups. On the national level, we are cooperating with the police headquarters, with the Prosecutor General's Office and with the National Tax and Customs Administration Offices’ Directorate General for Crime based on bilateral agreements. We have the infrastructure required by INHOPE: a hotline manual, a staff welfare strategy to
monitor illegal content. We are currently working with a number of social media platforms to remove harmful/illegal content from them, but we aim to expand our current portfolio in the future.
