How can you use creative strategy to develop counterterrorism tactics?

A creative CT strategy hinges upon three important factors namely (i) nature of state structure and contours of its institutions (ii) elements of regional security dynamics and (iii) adequate response on physical and non physical media. Any other strategy designed without keeping these factors in mind may be appealing and attractive on paper but would be difficult to implement. Hence a creative CT strategy may not be a strategy which produces miracles but one which gives it a right direction in terms of its end objective(s), resource concentration (material & non material) and a practical regional approach.

Asking an advertiser to form a counterterrorism strategy is pretty creative in itself, but I do suppose there could be some crossover. So. How could storytelling - the only weapon at my disposal - counter the narrative spread by a terror group? Optimally, by telling a tale of swift, surgical retribution. (Far easier said than done, but the story: “FAFO,” as the kids say, is certainly effective.) Failing that, a government might try to: *Minimize the effect of the terror act - “It failed.” *Delegitimize the cause itself - “These evil cowards hate (insert country here.)” * Sow chaos within the group - “Informants are singing…” which, if believable, could be quite effective.

Emotive story is everything. Meeting people where they are at in a story and creating a human connection is the door opener to building a relationship and inspiring curiosity to learn more. Creating a call to action that people relate to enables them to understand and embody the relevance of the topic, product, service, etc.! Embodied experience is KEY for lasting engagement.

Creative strategy is at the crossroad of creative direction and comms planning. Ultimately, creative strategy defines the right playground for creative ideas to emerge, by leveraging platforms capabilities, a strong understanding of social networks' features and a deep knowledge and understanding of subcultures. On the other side, creative strategy aims to better fit creative ideas to meet an audience or a community by strongly tweaking them to channels & people's habits. Creative strategy is a circular practice, constantly shaping the best value proposal and the best context for creative talents to work on, while liaising with comms planners, community managers, social media specialists.

1. It's the idea before the IDEA. The distillation of insight along with consumer behaviour where the brand wants to position itself . 2. The out come of a successful creative strategy is the single minded proposition based on which the entire communication is build .

The term 'terrorism' refers to means, methods, and tactics - not to aims and objectives. The use of terrorism negates the legality, legitimacy, and moral authority of a group or organization, without necessarily invalidating the cause for which it claims to be fighting. Creative strategy enables analysts and decision-makers to combat the perpetrators of terrorist violence and their enablers, while assessing and addressing the underlying grievances that may generate sympathy and support for their actions within a wider population.

Creative strategy is vital in counterterrorism, promoting a proactive, inclusive stance against extremism. Evolving within universities, workplaces, and places of worship, Community Engagement and Counter-radicalization Programs are central to this. These initiatives, through seminars and workshops, explore the roots of extremism and emphasize diversity and open-mindedness. Workplaces and places of worship follow suit, celebrating diverse views and fostering interfaith dialogues, respectively. This comprehensive approach is instrumental in building an informed, vigilant community, diminishing the appeal of extremist ideologies by nurturing a society rich in diversity, understanding, and mutual respect.

While a creative strategy seems like a stretch for counterterrorism it is likely being overlooked as a powerful tool. Using more creative solutions like powerful narratives, imagery, immersive experiences, and collaborations to battle for the hearts and minds on both sides is perhaps the best solution of all...more violent or tactical approaches often deepen the ideologies which support terrorism. Instead, education, inclusion and equity driven by strategic creative maybe a better answer.

Creative strategies to counter terrorism is localizing the whole process of mitigating threats by making the communities to be part and parcel of the whole process.

Creative strategy is important in counter terrorism because it fosters initiative, proactive engagement, and actions that surprise an adversary. Applied well, in context, it allows for taking more control of developing the situation and getting ahead of the threat in a way that is systematic and expeditionary for the counter terrorism operator while being unpredictable for the threat.

L’action terroriste est souvent la résultante d’un schéma que nous connaissons. Manque de repères, délinquances, manipulations et influences négatives. A key strategy is to engage with multiple role-players outside of your security organisation. The concept of everybody pulling together for the greater good is advocated by most of the mellinials, and encouraging businesses to actively participate in reporting criminal or terrorist activity, enhances the probability of gathering usable intel. Community forums empowered by security forces have been known to yield good results.

Creative strategy will or might be achieved once in-depth analysis is done of the target. The analysis will provide areas of opportunity to investigate and to develop strategic approaches. The approaches might involve creativity within the context identified. Information is key and role players/stakeholders/ team collaboration essential to identify creative strategies for counter-terrorism. Just keep in mind that creative strategy = thinking outside the box.

One on the things I find helpful is to empower targeted groups i.e LGBTQ communities, minor ethnic groups and young people these groups can be very helpful in countering terrorism because they want to contribute in the society if they found the support and recognition they deserve from the government .Terrorism uses groups that are less acceptable in society to disseminate their agenda or to use thier rage to execute their operations. Information gathering is the backbone of counterterrorism the amount and the quality of intelligence could be found with a young bisexual person who used to date top ranking terrorist leader.

Iam afraid, the "list of extremist ideology" are not the same in every states, to creation a list will be a long diplomatic discussion.

Some can include, creating doubt, creating distrust and discord amongst targeted individuals where possible are some effective ways to be creative on a direct level. Fear is a typical human emotion that is or can be experienced by individuals on diverse and various levels and for different reasons. Identifying those fears can assist in creative strategies for operators to use.

In the movie ´´The Boxer'' a bombing occurs in response to the opening of a non-sectarian, youth boxing gym being instrumentalized by the British authorities as a peace initative. Do those type of peace initiatives but avoid credit. If part of the occupying forces (British in Ireland, U.S. in Iraq 2003-2007, or Israel in Gaza) clandestinely fund mass public works programs for unemployed military age males, create youth sports programs, organize folks around common interests, start an anti-occupation newspaper advocating peace, open clinics and schools, change an area from a war torn hell-scape to a thriving community painted in pastels. Pay and fund moderates with clout to leave the fanatics frustrating peace and progress in the tall grass.

اهم المصاعب التي يمكن ان تواجهها استراتيجية مكافحة الارهاب هي: اختلاف وجهات النظر بين الفاعلين الدوليين وتكييف السياسيات، القرارات والمفاهيم حسب المصالح الاستراتيجية الفردية النفوذ المالي وشبكة العلاقات والمعلومات لبعض التنظيمات غير الشرعية والمتجذرة في المؤسسات الرسمية ازدياد حدة الخطابات المشجعة على الكراهية والعنف داخل المجتمعات خصوصا مع تحول الصراعات الدولية إلى مناطق تصارع النفوذ للقوى الكبرى وتنفيذ اجندات تتعدى حدود الحروب التقليدية ازدياد هوة التنمية الاقتصادية والاجتماعية بين مختلف مناطق العالم خصوصا في خضم الأزمات مختلفة الأشكال التي يعيشها المجتمع الدولي حاليا

Risks include unintended consequences from technology, resource-intensive implementations, and struggles to adapt to evolving threats. Public perception variations and coordination challenges hinder seamless collaboration. Predicting long-term impact and addressing digital radicalization complexities further add to the intricacies of implementing successful creative strategies.

The most difficult challenge may come from strategic leaders on your own side who have been conditioned to think victory comes from force of will -- either through military dominance and/or through spending money ´´winning hearts and minds.''-- and who will continue to do so convincing themselves of success through manufactured metrics. Create a fertile landscape for peace without having been seen to have done so. The toughest corner to turn is have the population reject terrorist elements and tactics in spite of, rather than because of your efforts/presence. In other words, allow the population the high ground and create a dynamic whereby opting for peace they are fighting and defeating both the terrorists and you, the invading army.

It is important to place a ‘seed of doubt’ in the terrorist’s mind. Cognitive dissonance makes this difficult, but repetition and refinement can overcome their initial dismissive response.

Any counter-terrorism strategy must first make it possible to identify in simple terms what terrorism, the deep-rooted reasons likely to drive a person to commit a terrorist act, and to bring together the levers needed to prevent the commission of such acts as far upstream as possible, without compromising the full enjoyment and effective exercise of fundamental rights and freedoms. Clear and precise identification of the terrorist act is a prerequisite for any anti-terrorist strategy.

Creative strategists immerse themselves in a problem. The get into the minds of their target audience, removing all filters and experiences, to think like someone unlike them. Marketers, advertisers, scriptwriters, and fiction writers, for example, are experts at this because they must anticipate how the target audiences feel, think and and act. Agree with all above mentioned, creative counter terrorism is in my opinion based on humint, feel the community they reside in, infiltrate their sportclubs, locations where they have their lunch, mingle to sense the word in the street but above all brief the communities they reside in and seek cover to mark and talk about suspicious activity, new inhabitants, out of the ordinary behaviour , digitalization is great but humint does the work

It's important to note that the terrorist groups could also employ creatively strategic tactics to deploy their propaganda... They are also trying to enforce an agenda and must present it in a digestible fashion. In developing frameworks, Heavy research must be done to identify the 'weak' points of the group... this could be psychological, digital strategy, distribution channels or platforms for an audience in the first place. Find the weakness and blow it out of proportion.
