Justice Department Secures Agreement with Louisville Metro Government to Reform Louisville Metro’s and Louisville Metro Police Department’s Unconstitutional and Unlawful Practices The Justice Department announced today that it has entered into a court enforceable agreement with Louisville Metro Government (Louisville Metro) to resolve the Department’s findings that Louisville Metro and the Louisville Metro Police Department (LMPD) engage in a pattern or practice of violations of the Constitution and federal law. “Nearly five years after Breonna Taylor was shot and killed in her own home in the middle of the night by Louisville Metro Police Department officers, the Justice Department has secured an agreement to enact significant, systemic reforms to policing in Louisville,” said Attorney General Merrick B. Garland. “This agreement addresses the serious violations of federal law that we uncovered during our pattern or practice investigation and puts the city of Louisville and its police department on a path to lasting reform. Garland following FBI Director Christopher Wray’s resignation announcement: “Chris Wray has served our country honorably and with integrity for decades, including for seven years as the Director of the FBI under presidents of both parties. In a heightened threat environment, Director Wray has worked tirelessly to protect the American people and to lead an agency of 38,000 dedicated public servants, many of whom put their lives on the line every day to serve their communities. Under Director Wray’s principled leadership, the FBI has worked to fulfill the Justice Department’s mission to keep our country safe, protect civil rights, and uphold the rule of law. He has led the FBI’s efforts to aggressively confront the broad range of threats facing our country — from nation-state adversaries and foreign and domestic terrorism to violent crime, cybercrime, and financial crime. There are few leadership positions more central to keeping the American people safe than the Director of the FBI. The Director of the FBI is responsible for leading employees located across the country and around the world who dedicate themselves each day to disrupting complex plots and preventing horrific tragedies before they can occur. Garland and Deputy Attorney General Lisa Monaco on today’s ruling by the U.S. Court of Appeals for the District of Columbia Circuit in TikTok, et al. v. Garland: “Today’s decision is an important step in blocking the Chinese government from weaponizing TikTok to collect sensitive information about millions of Americans, to covertly manipulate the content delivered to American audiences, and to undermine our national security,” said Attorney General Garland. “As the D.C. Circuit recognized, this Act protects the national security of the United States in a manner that is consistent with the Constitution. The Justice Department is committed to defending Americans’ sensitive data from authoritarian regimes that seek to exploit companies under their control.” “We welcome today’s decision,” said Deputy Attorney General Monaco. “This ruling confirms that the law Congress passed — and the Justice Department’s work to defend it — have never been about restricting free speech but rather breaking the ties that bind TikTok to the regime in Beijing. Deputy Attorney General Announces Over 50 Actions to Reduce the Risk of Suicide for Adults in the Department’s Custody A Working Group of Justice Department Experts Recommends Reforms to Reduce the Risk of Suicide by Adults in Federal Pretrial and Correctional Custody Deputy Attorney General Lisa Monaco today announced over 50 new actions the Justice Department will take to reduce the risk of death by suicide of adults who are detained or incarcerated in the custody of the U.S. Marshals Service (USMS) or Federal Bureau of Prisons (FBOP). These actions follow from recommendations developed by a working group of experts, from across the Department, tasked by the Deputy Attorney General with creating a multifaceted approach to reducing the risk of suicide and self-directed violence among those in the Department’s care and custody. The Justice Department’s mission to uphold the rule of law, keep our country safe, and protect civil rights includes safely and humanely caring for those in its custody. While the Department has long worked to reduce the risk of suicide in the populations it serves, too many individuals die by suicide in federal custody while they await trial or serve a sentence. Even though the suicide mortality rate in federal custody is generally lower than that in local jails and state prisons, the Department must strive to avert every preventable death of an individual in its custody. U.S. Court of Appeals Affirms Justice Department’s Victory Protecting Airline Competition The U.S. Court of Appeals for the First Circuit today affirmed the U.S. District Court for the District of Massachusetts’ ruling in favor of the Justice Department and the Attorneys General of six states and the District of Columbia in their civil antitrust lawsuit to stop the Northeast Alliance between American Airlines and JetBlue. “Today’s decision is a hard-won victory for the millions of Americans who count on competition between airlines to fly affordably, whether to visit family, to go on vacation, or to travel for business,” said Attorney General Merrick B.
