The commission consists of 12 members and reports exclusively to Congress, without being part of any agency or department. Each year, by December 1, the commission publishes a report that includes recommendations to Congress. In its latest report, the first recommendation states: "Establish and fund a program similar to the Manhattan Project aimed at the development and deployment of artificial general intelligence (AGI) capabilities." As we can see, the stakes in the AI field are very high.

Examining the swift implementation of AI policy in China might sound boring - it's not. We observe a very human interaction combined with the speed, power and world leading momentum of any good story... It will also forecast our shared future. In the West, AI law, regulation and policy implementation takes months to years, assuming it is not weaponised by political gain - by one of the two large majority parties. This begs the question as to why? The Western tech startups are leading AI but their public sector counterparts are lagging behind. Within the borders of China the transition from policy inception to legislation is rapid. To know why we must investigate beyond . This speed the broader strategy to position itself as a global leader in artificial intelligence - and look at the actual decision makers. The Politburo, essentially the senior leaders who have the end say in Chinese policy creation and implementation have an average age of 62, with the Communist Part members average age being 56. Many grew up in the red rebellion age, without computers, but also during the era of Deng. They have seen a China that leads the world in technology progression, but also parts that resemble the rural life of the former Qing dynasty. Swift adoption of technology, especially in Shenzhen and Shanghai, combined with how it has evolved so rapidly and at scale crested huge economies, but benefitted the lives of the 'common man' - bringing equality and common wealth - the core principle of Communism. In other words a hard life has forced progress, efficiency and momentum from the top down in China, this translates to efficient AI policy making to only further societal development. Compare this to the San Fransisco based millennial founders creating the AI systems, or the United States special advisors guiding their policy, or even the average age of a Minister in the United Kingdom, and we see a unique feature… They do not share the same bigger picture ideology - and have grown up in relative comfort, stability and push for self gain. Lobbying and policy purchasing guide the unclear legislation turned policy creation process - with loopholes open for exploitation. The ai policy difference will remain a systematic and very human issue for as long as the... For as long as it takes for AI to take over and make all decisions for us. #ai #business #policy #china #politics #twosessions #obersvations
