Six improvements to USERRA spearheaded by Reserve Organization of America (ROA) were included in H.R.8371, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, which passed the House of Representatives on Monday with resounding bipartisan support. Among these improvements include expanding access to injunctive relief, increasing liquidated damages awarded to plaintiffs, incentivizing legal representation for claimants with cases before the U.S. Court of Appeals for the Federal Circuit, and requiring the Secretary of Labor to review and revise the Department of Labor's USERRA investigation manual. On behalf of ROA, I thank the 389 members of the House who voted in favor of the Dole Act. Last year, ROA testified twice before the House Committee on Veterans Affairs Subcommittee on Economic Opportunity advocating for these protections, among others. Behind the scenes, ROA worked closely with congressional staff to turn its recommendations into legislative action. The Dole Act now heads to the Senate for consideration, where ROA is urging swift action to advance the bill. Before witnessing the historic vote from the House gallery, I urged members of ROA’s minute man movement to contact their elected officials and advocate for support for the Dole Act. The results are in and most of the active MPs on Burma/Myanmar have been re-elected, and with cross-party support on Burma, no significant change in policy is expected. The new Labour government must now speed up the implementation of policy, cutting revenue and arms to the military.
