On Wikipedia, while some primary sources may be used for uncontroversial facts (WP:ABOUTSELF, WP:MISSION), secondary reliable sources are generally expected (WP:PRIMARY, WP:RS). I noticed that there already were tags at the top of the article and added myself one in relation to the lack of secondary sources. Those tags can be removed when the issue is solved. A quick search using Google news and books do come up with independent sources mentioning CIEL, its activities and reports. This indicates that the article meets WP:NORG and that it could be also improved with such secondary sources with a little effort. —PaleoNeonate – 06:59, 27 March 2021 (UTC)[reply]
