‘LAUREL: Actionable policies for adopting high-quality integrated long-term care’ started in February 2024. The project brings together a consortium of 9 European organisations coordinated by Fundació de Recerca Clínic Barcelona-Institut d’Investigacions Biomèdiques August Pi i Sunyer (FRCB-IDIBAPS).
Laurel aims to gather valuable insights into regional differences of Integrated Long-Term Care (I-LTC) provision, and their support solutions, in Europe. It will develop actionable policies to respond to ongoing challenges, such as growing demand for I-LTC, economic constraints, accessibility, affordability, quality of services, staff shortages, and systemic reforms.
Project objectives:
- Develop a complete set of methods and tools for mapping and characterising I-LTC services in the EU27, covering the following dimensions: availability and accessibility, affordability, reliability, quality, workforce, funding, governance, autonomy and empowerment, and supporting technologies. Transversally across all these dimensions, LAUREL will include the perspective of gender and develop valuable insights regarding regional differences such as the rural/urban gap.
- Undertake a field study in the EU27, through the networks that participate in the project, with the ambition to identify the most successful innovative practices related to the social economy and/or technological aspects.
- Analyse the information that emerges from the field study, distinguishing features of identified I-LTC services from context-dependent factors that provide insights into policies that facilitate the adoption/development of the best innovative practices, including supporting technologies.
- Carry out qualitative research in the EU27 to generate a consensus on actionable policies favouring a shift to I-LTC, by investigating the change management strategies to be used to streamline the policy adoption.
- Produce a White Paper on I-LTC that gathers together all the findings of the project and the consensually agreed actionable policies.
- Develop a set of training courses and tools, attuned to the characteristics of the networks’ members and audiences, to maximise the impact of the results of the project.
