The Bacta Cartel was a monopoly of the galaxy's two bacta-producing corporations, Zaltin and Xucphra.
The cartel arose when these corporations were given an exclusive contract by the Galactic Empire to produce and distribute bacta. The cartel was largely responsible for inflating bacta prices throughout the galaxy. Both had their headquarters and manufacturing facilities on Thyferra. Ten thousand Humans controlled the companies, but roughly 2.8 million Thyferran-native aliens known as Vratix produced the bacta.[1][2]
