One has to ask
[edit]How is "where as a freshman he became a Christian (he was formerly an atheist)" relevant to this biographical entry? Hipp's notability derives from authorship of SQLite, not from any accomplishments in the field of religion or theology. Why not tell us what kind of car he drove as a teenager, or what his preferences in music were? It gives the impression of furthering the writer's agenda rather than conveying relevant biographical data. (this is an ANON edit from the IP 24.19.88.171)

1: the Christian influence is a relevant biographical entry, especially when the notability in question contributes to the public domain.
2: hence, in contrary to your suggestion in your question, the the reason of notability in question is not necessarily independent of a conversion to Christianity.
3: the music heard as a teenager, or the car usage and many other circumstances, including the religion, have nontrivial impact on the personality, which becomes later the main reason whether someone makes charge free contributions to the culture of the mankind or not.
As a child, I preferred classical music, like Bach, Beethoven, Wagner, Beatles, Pink Floyd or even Rolling Stones, I had no car before my 44th birthday, I had no TV before my 25th birthday, but I regularly use computers since 1972! I am under a continuous impact of scientific atheism and historical Christianity.
Except for a contract in 1991/92, I work eight days a week in the frame of my tenured academic position. Majority of my students earn much more than me. Except for in one dimension: serving the mankind charge free.
