Have you ever wondered how Federal Agencies optimize their shared service operations? Federal agencies use #revolvingfunds, a “no-year” funding mechanism, that drives transparency and accountability, while promoting greater autonomy, authority, and agility for an agency’s programs. Ultimately, this type of fund promotes confidence across the agency and increases visibility into its governance practices, pricing, and service delivery. Our analysis reveals that out of the top 20 Federal Agencies in terms of annual Budget Authority, 18 of them (90%) use a form of a revolving fund. But why is it that predominantly larger organizations adopt this approach? The answer lies in the challenges that come with operationalizing the revolving fund: ℹ Limited access to needed information 💵 Lack of formal structure for fund operation  ⏳ Time and resource constraints However, these challenges can be overcome even for smaller organizations with proper planning, processes, tools, and dedicated management. Investments in a revolving fund can lead to long-term positive returns for operational flexibility, transparency, and accountability. Set-asides in government contracts are a crucial mechanism designed to ensure that small businesses and underrepresented groups have equitable access to government procurement opportunities. This practice not only fosters diversity in federal contracting but also stimulates economic growth within various communities. What are Set-Asides? Set-asides are specific contracts or portions of contracts reserved exclusively for particular categories of businesses. These can include small businesses, minority-owned businesses, women-owned businesses, and veteran-owned businesses. The primary aim is to create a level playing field, allowing these businesses to compete for federal contracts without facing overwhelming competition from larger corporations. Types of Set-Aside Programs Small Business Set-Asides: This category is intended for small businesses that meet the U.S. Small Business Administration (SBA) size standards. Generally, these contracts can be for any industry where small businesses are underrepresented. 8(a) Business Development Program: This program targets socially and economically disadvantaged individuals. It provides businesses with access to federal contracting opportunities, training, and mentorship. Women-Owned Small Business (WOSB) Set-Asides: These contracts are specifically reserved for businesses owned and controlled by women. The Centers for Disease Control and Prevention has provided funding to three key organizations to create a Data Modernization Implementation Center Program to help advance the data modernization efforts at the state, local, tribal and territorial public health agencies. In particular, it will provide support for the adoption of consistent information technology standards for data exchange between the public health and health care sectors. The three organizations have long provided remarkable public health leadership. They are Association of State and Territorial Health Officials, National Network of Public Health Institutes and Public Health Accreditation Board. This support is necessary because it is challenging for overworked and chronically underfunded public health agencies to make the changes necessary for state-of-the-art data systems. This week in Fortune, I shared my thoughts about the critical need for a “peace through speed” approach in our national security strategy.    In this new era of great power competition, maintaining our technological edge is paramount. The United States must embrace a whole-of-nation approach, leveraging the private sector’s ability to innovate swiftly and effectively. The future will be defined by our agility in communications, cyber, AI, and other emerging technologies.   Booz Allen Hamilton is committed to fostering deeper collaboration between industry and government to accelerate innovation cycles. This isn’t just about keeping pace; it’s about setting the pace. Our national security depends on our collective ability to iterate quickly, scale fast, and work together differently.   U.S. businesses need to play a pivotal role in this transformation. Booz Allen Hamilton is the leading provider of artificial intelligence (AI) services to the U.S. government. According to a report by GovWin from Deltek, Booz Allen led in AI-related prime contract obligations from the federal government in fiscal years 2021 to 2023, with obligations growing from $252 million in FY 2021 to $538 million in FY 2023, totaling over $1.1 billion during this period. This amount is more than eight times that of the nearest competitor. This accomplishment largely explains how Booz Allen CEO Horacio Rozanski recently won The Washington Business Journal's CEO of the Year award. Among the things about Horacio that most inspire me is his service as Chairman of the board at D.C.'s Children's National Hospital. My service as a combat medic with the U.S. Army for over 10 years enabled me to pursue a PhD online while serving on the Post 9-11 GI Bill and during combat deployments to Afghanistan and Iraq. My dissertation "Econometric Modeling of Hospital Spending Relative to Artificial Intelligence, Telehealth, and CEO Health Equity Goals" kickstarted my career in AI and machine learning engineering. My research focus on spending relative to AI correlates with a quote from the Washington Business Journal article, "a decade into his tenure as CEO, [Horacio Rozanski] led the company through a slew of changes as it’s ramped up its capabilities in artificial intelligence and other cutting-edge technologies. That’s meant spending billions on acquisitions and new investments and launching a venture capital arm in 2022 which so far has invested in 10 companies primarily in the AI and space industries."
