OUT TODAY: Young people under youth justice supervision and their interaction with the child protection system 2022-23 ➡ apo.org.au/node/328776 For the first time, this Australian Institute of Health and Welfare (AIHW) report applies 10 years worth of child protection and youth justice data to show that children and young people who have been maltreated are at greater risk of entering the youth justice system. ❗About one half of young people in community-based supervision (45%) and detention (50%) were the subject of a substantiated notification for abuse or neglect. ❗The younger a person was when they first entered youth justice supervision, the more likely they were to have had an interaction with the child protection system. ❗About 3 in 4 (76%) First Nations young people under youth justice supervision had an interaction with child protection services in the last 10 years.

More than 600,000 children are abused in the U.S each year. An estimated 600,000 children (unique incidents) were victims of abuse and neglect in 2021, the most recent year for which there is national data. The actual number of children abused is likely underreported because of the ongoing COVID-19 pandemic in 2021. Child welfare authorities ensure the safety of more than 7 million kids.Of those, around 3 million children received an investigation or alternative response from child protective services agencies. This is a decrease from previous years; explanations from various states for the change include a backlog reduction, changes to screening and assessment policies, and reductions due to the pandemic. June 1st marks International Children's Day, first proclaimed at the 1925 World Conference on Child Welfare in Geneva and now celebrated in over 50 countries. This day is part of a larger movement to end child abuse, protect children's rights, and improve the lives of children globally. Today reminds us that child protection workers and advocates face a challenging but essential job in improving children’s lives. Recent research from Childlight - Global Child Safety Institute (2024) reveals that an estimated 302 million children were impacted by online child sexual exploitation (CSE) and abuse behaviours just in the past year. And we know that number is growing - rapidly. In the fight against CSE, no organisation can do it alone. Financial services, law enforcement, non-profits, academia, legal professionals, regulators, online service providers, and governments play a critical role in protecting children. At ICMEC Australia, we boldly confront this issue when most would rather avoid it. With our coalition of partners, we strive to proactively halt and prevent the occurrence of CSE. One zip code. Multiple cases. A pattern emerges. This is what data-driven protection of vulnerable kids looks like in action. 🎯 Lindsey, one of our Lighthouse partners and a multidisciplinary team coordinator in Texas, used data to drive innovation. How? 🗺️ She mapped every clear-concern screening to the corresponding zip code. The result? 💡The majority of her clear-concern screenings came from one zip code. But she didn't just collect data. She used it to: Advocate for more child abuse investigators at the regional substation where those clear concern screenings were originating. That’s targeted prevention programming to proactively protect vulnerable youth. But while that’s a bright spot, there's a larger systemic challenge: Only a small fraction of the kids in TX DFPS conservatorship in 2022 were screened and identified as victims of trafficking. Even though involvement in the child welfare system is one of the top five most prevalent indicators of all of our clear concern screenings. This isn't just a gap. It's a crisis. *Child Protection Crisis: A Call for Urgent Action* The recent child abuse case involving over 400 children is a stark reminder of our collective failure in protecting our most vulnerable. Despite 13 years of police reports against the culprit, they remained in a position of authority over children. And this tragic occurence is only one of the many many that have been reported. This is a clear indication of a deeper crisis within our child protection systems. What needs to be done apart from providing vital support to the children: Strengthening Child Protection Systems: Investing in capacity building for all stakeholders involved in child protection, including police, courts, social welfare services, and NGOs, is crucial. Supporting Local CSOs: NGOs play a vital complementary role in providing essential services and advocating for child rights. They need increased funding and support to continue their work. Addressing Systemic Issues: The recent case highlights systemic failures within the child protection system. Reforms are needed to ensure better oversight, accountability, and responsiveness. 🚨 Urgent Call to Action: Demand Accountability from the Irish Government Regarding Tusla's Failings 🚨 Recent weeks have shed a harsh light on the inadequacies of Tusla - Child and Family Agency, leaving us deeply concerned about the welfare of vulnerable children under its protection. Reports from Gript and other sources have uncovered alarming stories of children falling prey to criminal gangs while under Tusla's care, a situation so dire that it warrants a comprehensive inquiry akin to those conducted in response to grooming gang revelations in English cities. The gravity of these revelations cannot be overstated. Children, below the age of consent, have been subjected to unspeakable horrors, highlighting systemic failures within Tusla. Even the acting CEO, Kate Duggan, has acknowledged that the agency is at a "crisis point." Justice Dermot Simms' letter, published by the Child Law Project, echoes these concerns, citing a lack of suitable care provision and a shortage of qualified staff. As taxpayers, we demand accountability from the Irish Government. Our hard-earned money funds Tusla, yet we remain uninformed and powerless in the face of these egregious failings. It's unacceptable that our tax contributions are being mismanaged without our knowledge or consent. We call upon the Irish Government to take immediate and decisive action to address the mounting evidence of Tusla's incompetence. Our children deserve better – they deserve safety, protection, and a system that works in their best interests. However, we can end it by investing in three critical areas: 1 Universal access to quality parenting support. 2. Schools are essential in protection children as well, by creating a safe, supportive environment. 3. Children facing violence need urgent access to support services, such as effective health, social welfare, and justice services. The first Ministerial Conference on Ending Violence Against Children, starting today in Colombia, offers the opportunity to make a change in child protection.
