In this paper, we describe the design and operation of Snowflake's Elastic Cloud Services (ECS) layer that manages cloud resources at global scale to meet the needs of the Snowflake Data Cloud. It provides the control plane to enable elasticity, availability, fault tolerance and efficient execution of customer workloads. In this paper, we describe the design and operation of Snowflake's Elastic Cloud Services (ECS) layer that manages cloud resources at global scale to meet the needs of the Snowflake Data Cloud. It provides the control plane to enable elasticity, availability, fault tolerance and efficient execution of customer workloads. ECS runs on multiple cloud service providers and provides capabilities such as cluster management, safe code rollout and rollback, management of pre-started pools of running VMs, horizontal and vertical autoscaling, throttling of incoming requests, VM placement, load-balancing across availability zones and cross-cloud and cross-region replication.

This paper details methodologies to realize deterministic application performance under changing system loads on general-purpose Linux-based Operating Systems (OS). Typically, specialized hardware and software with real-time OSes have been the primary way to deal with response time constraints. We address the most significant sources of indeterminacy on a general-purpose OS to realize performance that is consistent within a narrow band. The methodologies used involve a mix of kernel functionality and application modifications. A test suite is also realized to measure performance and validate experiments. Finally, the results are plotted and analyzed to explain their effectiveness in achieving deterministic performance.
